Actually, that was a lie, and Wavelenght was creating a personal army and planned to overthrow the government. Which is why the Projects were to be sold to PMCs that were hired to help the destruction of worldwide governments.
Also, if you were to sign up to become a Project, then you would have to wait until 2011, where Wavelength recieved permission to allow normal civilians to enlist for research.
Of course Wavelength is a fictional corporation.
